Siang on spate, portion of Upper and East Siang flooded

8 dead in Mossing

ITANAGAR, Sept 9: Eight persons are reported dead in Mossing village under Tuting Circle in Upper Siang following mudslides triggered by incessant rain. According to information the deaths occurred after they were buried in the debris following massive slides. Details are awaited. Rest of Upper Siang is facing the brunt of floods with five houses in Gosang and eight in Yingkiong town washed away.

Local MLA Alo Libang informed this daily that because of incessant rain, the district was flooded on the intervening night of Sept 8-9.  He said that Tuting-Aalo-Mariyang roads are cut off with major damages at Siking Bridge. Apart from WRC fields, several government infrastructures are reported to be damaged.

The MLA further said that telephone, power and water supply has been snapped in the district while adding that if connectivity is not restored soon, there would be  shortages of medicine in the district.

Even as the debate on damming of Siang continues, the River is on spate affecting several villages. The River is flowing 75 inches above danger level flooding several low lying areas and threatening Pasighat Township. People living at these areas have been asked to move to safer places.

East Siang Deputy Commissioner Onit Panyang when contacted said situation was grim with 21 Mile and parts of Airfield and other low lying areas under flood water. He said that district administration has made temporary arrangements at Daying Ering Memorial School which has been earmarked as relief camp.

The power supply is disrupted in the district and restoration couldn’t be carried out by the power department due to block edge of road communication at several places.

The Pasighat-Pangin and Pasighat-Mebo road communication is snapped following breach at several places.

It is reported that Siku RCC Bridge at Ayeng has been majorly breached with vehicles stranded on either side of the roads.

Earlier to take stock of the situation, the DC along with other officers visited all the flood prone areas and held an emergency meeting with the officers as pre-disaster management to deal with the situation.

Meanwhile Flash flood triggered by torrential rain in the last couple of days caused damage in Capital region.  According to Damsite (West) Welfare Committee and East Damsite Welfare Committee (EDWC) release, flash flood created havoc at Upper and East Damsite area of Naharlagun today and damaged at least 23 dwelling houses, including residential plots which prompted local MLA Techi Kaso to rush to the affected area. Flood also damaged protection walls and two bridges at Damsite. Both the associations appealed the local MLA and district administration to provide immediate relief to the affected people.

At Prem Nagar colony, many domestic animals and household properties were washed away by Lagun River which is on spate this morning incurring heavy losses to the owners, claimed Prem Nagar Colony Welfare Committee.

It appealed to the department concerned to provide relief to the affected families and also to protect the colony from flood havoc through initiating flood controlling measures.

Meanwhile, Banderdewa Bazar Welfare Committee, in a release, informed that business establishments, including Himatsingka Auto Agency, Satyam Ispat Factory, Buishi Yada Motors and Apatani Colony have been badly affected by gashing flood water. The flood water damaged vehicles and buildings of both Himatsingka Auto Agency and Buishi Yada Motors and inundated the Apatani Colony forcing the residents to evacuate from home, the committee claimed.

The members of Bazaar Committee extended their helping hands to Himatsingka Auto agency through social service. It appealed to the state Govt to assess the extent of damages caused by flood and provide relief to the affected families.

 

Apang sent to judicial remand yet again

ITANAGAR, Sept 9: Former Arunachal Pradesh chief minister Gegong Apang has been sent to 14 days judicial remand today by Lakhimpur Special Session Court.  The decision came even as the High Court Judge K. Meruno on Sept 7 refused to hear the case citing personal reasons while ruling that case could be heard at a lower court.

The lawyers are expected to move the High court on Monday next when another bench takes over.

Today, the Judge Pradip K Khanikar in his verdict said that “On perusal of the records, it appears that bail prayer is pending for disposal before the High Court. Keeping in view the material founds, available in the case dairy as well as the propriety, I am of the opinion that the accused should not be enlarged on bail” while he handed out a judicial custody of 14 days.

The court further ruled that the investigating agency is allowed to interrogate Apang subject to supervision and advice of board of doctors attending him for his ailment. The IO was further directed to ensure regular health check up at the interval of 48 hours and not to use any third degree method during interrogation.  

The drama began on August 24 when Apang was arrested by SIC for his alleged involvement in a multi-crore PDS scam. After the completion of seven days on Aug 31, the remand was extended to another week.

According to official sources, Apang who is currently lodged at RKM  Hospital would be shifted to Naharlagun State Guest House.

 

Khandu calls for collective responsibility to bring cooperative movement on track

ITANAGAR Sept 9: “A holistic approach and collective responsibility have to be shouldered by the dedicated members of cooperation to gear up the cooperative movement in the state to bring back its lost glory”, asserted State Chief Minister Dorjee Khandu while addressing the participants at the state level seminar on Drafting of State Cooperative Policy here in Banquet Hall today.

Recalling the cooperative society’s success in implementation of Public Distribution System during 1980s and 1990s, Khandu said that the institution became very strong to render all other consumer services as well in the state in that period. “We need to regain that status and redefine the cooperative movement with its priorities and work out new strategies keeping in view the national policies and existing potentialities in the state”, the chief minister emphatically said.

Khandu believed that the Arunachal cooperatives could play a pivotal role in shaping micro & macro level economy of the state. He categorically pointed out that the Apex bank which had been bailed out by the state government to initiate pro poor services, need to redefine its priorities and should lead the cooperative movement. He suggested for an action plan to be prepared for financial inclusion in collaboration with NABARD to augment activities based on Self Help Groups by the Apex Bank through LAMPS. While advocating for taking up micro hydel projects by the cooperative in the state, the chief minister called for promoting economic activities like piggery, backyard, poultry, diary farms etc. through cooperative LAMPS. He further informed that in the backdrop of two Army Divisions coming up in the state, the cooperative institution could supply necessary consumer items to them. He assured that government would help and provide all logistic support in form of agreement and assurance from the Army to the cooperative institution in the regard.

The chief minister on requesting the central government institutions like National Cooperative Development Corporation (NCDC), National Horticulture Board, National ST Finance & Development Corporation, Ministry of Food Processing Industries to create basic infrastructure to harness the potentiality of the state, believed that their assistance would go a long way in redefining the cooperative societies in the state.

While appreciating the draft state cooperative policy, Khandu hoped that this policy would help in government agencies to undertake multidisciplinary activities for the welfare of the people of the state.

In his welcome address, Parliamentary Secretary Nido Pavitra highlighted on the draft state cooperative policy and said that it would provide a blueprint for shaping the cooperative movement in the state. He appreciated the effort of NCDC and various other experts and hoped for an excellent recommendation for drafting the state cooperative policy.

Managing Director NCDC in his brief speech assured the house that his agency would be providing soft loans for taking up micro/macro schemes under cooperative institution in the state.

Among others Health and Family Welfare & Cooperation Minister Tanga Byaling, Parliamentary Secretaries Padi Richo and Phosum Khimhun, Cooperation Secretary A B Shukla besides host of officers and representatives of NGOs were present in the meeting. (PRO to CM)

 

Export Awareness Workshop

Efforts on for border trades with Bhutan, Myanmar & China: Sena

ITANAGAR Sept 9: Sponsored by the Ministry of Commerce Govt. of India, a one day Workshop on Export Awareness was organized by the State department of Trade and Commerce in association with Federation of Indian Export Organization NER, Kolkata here today. The workshop aimed at providing scope and opportunities for the North Eastern States of India.

Attending the one day programme as the Chief Guest, Minister Finance, IPR and Trade and Commerce Setong Sena said that State has a geographically economic potential and can become the gateway to the ASEAN countries. Both central and the State government are doing its best and taking up all efforts to open up border trade through Pangsau Pass, through Bleeting / Dongsengmang with Bhutan and identified feasible locations with China. The signing of the ASEAN treaty will also prove to be a major advantage for our state to open the door to associate its entrepreneurs with the world market and thereby, paving ways for the nation to boost its economy. Talking about the potentials of the state, Sena said, the state has abundance of exportable products such as orange, apples, kiwis, medicinal plants, handloom and handicraft and various other agricultural, horticultural and organic products which are high in demand at the International market, but these products cannot reach the competitive market owing to the lack of proper knowledge and required infrastructure in the state. Therefore, this workshop conducted by the FIEO under the aegis of Ministry of Commerce in association with the department of Trade and Commerce, Govt. of Arunachal Pradesh will go along way in generating awareness for development of export in the state.

In order to materialize the export potential of the state, there should be steady supply of export- oriented entrepreneur, therefore the more entrepreneurs the state would have the faster the potential would be encased which will further lead to prosperity of the State in general and the country as a whole, the Minister added.

Setong Sena, further highlighting the present funding pattern under the Export Development Fund- NER which is in the ratio of 30:70, said Ministry of commerce shared the rest of 70% as bank loan. Since our state has just the first generation entrepreneurs and therefore, the entrepreneurs finds it difficult to get credit linkage through bank to promote their programmes, hence Sena urged upon the Officers from Ministry of commerce present that EDF-NER fund should be reverted back to 100% funding system.

Earlier the Jt. Secretary Ministry of Commerce and Industry GoI, Shyam S Agarwal in his keynote address highlighted on the programmes and policies on Indian Export products, its scope and opportunities especially of North Eastern State of the Nation. He further said Government intervention is needed to make use and channalized the potentialities of our state which in return will expend the market scope in the national and international market, will guarantee more employment opportunities to the state and will increase the economic condition.

Zonal JDGFT, Kolkata P Halider also spoke on the occasion and gave brief view on Foreign Trade Policy, Export documentation/ incentives in his power point presentation.

Attending the programme were Chief Manager EXIM Bank, CES ZIDGFT, Jt. Secretary MoC, Secretary FIED, DDG FIED, state entrepreneurs, Director and Dy. Director Trade and Commerce and media persons.(DIPR)

 

Ramesh calls off Pasighat visit

ITANAGAR, Sept 9: Environment Minister Jairam Ramesh who was set to visit Pasighat on Sept 11 to have direct consultations with people to find out ground realities about the power projects on Siang has called off his visit. Though there was no official communication in this regards, sources said that the visit was called off following incessant rains!

The Minister would however go ahead with Guwahati program where down streams affected people are expected to meet him.

The minister had agreed to come to Assam and Arunachal to have direct consultations after Krishak Mukti Sangram Samiti of Assam with experts from Dibrugarh University, IIT Guwahati and Kalpavriksh, Siang Peoples Forum, Downstream Anti Dam Committee of Lower Dibang Valley and All Idu Mishmi Students Union met him in New Delhi on Aug 10 to register their protest and fear at large power projects in Arunachal.

 

Education finds priority in AAPSU’s 11-point memo to govt

ITANAGAR, Sept 9: All Arunachal Pradesh Students Union (AAPSU) has submitted  11 point memorandum to Chief Minister Dorjee Khandu regarding various social issues confronting the people. While submitting the memorandum, union also served 20 days ultimatum to state government to fulfill the demands failing which AAPSU will launch series of agitation.

Topping the chart of AAPSU demand is renaming of Rajiv Gandhi University as Arunachal University. Citing historical fact, union stated that it was late Indira Gandhi, the then Prime Minister of India in the year 1984, while laying foundation stone named it as Arunachal University understanding the significance of Arunachal Pradesh and its unique identity as tribal state. Keeping the sentiments of Arunachalee citizen, state government should take urgent steps to rename lone University of state as Arunachal University.

The Union said that to mark hundredth year of Pasighat, state university  should be established at  Pasighat while adding that state needs another centre of learning to cater to the need of rising number of students.

Union also urged authority to increase seats allocated to Arunachalee students from present 10% to 30% at North East Regional Institute of Science and Technology as many talented students who want to pursue an engineering degree could not go out of state due to poor economic condition of their parents. Drawing the attention of government towards pathetic conditions of schools, AAPSU further urged state government to take steps towards demarcation of school land by constructing boundary walls and build hostels with adequate infrastructure.

The union further called for release of stipends to the students which it says has been pending for the last 5 months. It further urged the state government to release the student stipend after every two months interval.

The Union also demanded immediate sanctioning of  ` 200 crore as a special package in the education sector for the completion of the entire ongoing project and schemes that have remain incomplete owing to paucity of fund.

AAPSU further objected to issue of Schedule Tribes Certificates to off springs of Arunachalee girls married to non Arunachalee including some refugees illegally settled in the state by Deputy Commissioners of many districts of the state without any proper verification. It vehemently demands that government of Arunachal take immediate steps to cancel the ST certificates.    

Union also demanded rising of Arunachal Regiment. With constant boundary tension against China, union believed it can inspire and motivated our youths to adorn the uniforms of the Indian Army and join other forces in guarding the borders. Besides it also could solve much unemployment including the militancy problems in the state.

The Union suggested that Arunachal Scout Headquarter be established at Khatan village under Lohit to counter insurgency problem of eastern Arunachal and refugee problems which require daily security vigilances. Also union informed that local people of Kathan are ready to donate land for free of cost.

AAPSU also expressed serious concern over way militancy have crippled the development of Tirap and Chanlang district. Though Department of Tirap and Changlang (DoTC) has been formed, no visible development can be seen.

It is shocking to observe that no substantial progress has been made so far and it is learn that the fund meant for development of these two districts has been covertly diverted into the coffers of proscribed Naga Outfit, AAPSU stated.

Further, the AAPSU suggest to the govt. that the fund meant for DoTC should be used for infrastructure development of Deomali College, Tirap and Ranfra College, Changlang alternately in the coming- two financial year, so that the two colleges could come up at par with the other college of the state.

AAPSU further questioned the reason behind inordinate delay created by the authorities in not initiating steps to complete the Green Field Airport which was inaugurated by then Union Home Minister, Shivraj Patil with much fan fare and gaiety. Hence, AAPSU urge upon the state government to take up the matters to all stake holders involved in this project on priority basis and make this aerodrome operational within a year’s period.

Union demanded that govt. of Arunachal Pradesh comes out with a "White Paper" entailing numbers of power projects awarded to all firms with all documents including copies of MOU, revenue generated from these power projects and policies framed to protect interest of the locals and thereof.

AAPSU has urged government to release pending PDS bill immediately. Just because of the mistakes of few contractors, government should not punish all, Union stated. Union also believed till pending bills are settled to local contractors, government may find it tough to streamline the PDS system of state.

 

Arunachal in dire need of a sports policy

ITANAGAR, Sept 9: Renewing its earlier demand, the Arunachal Olympic Association (AOA), in its Annual General Body Meeting yesterday, urged the State Government to prepare a state sports policy as early as possible so that it could be tabled before the next Assembly Session for approval.

For streamlining sports sector, including administrative process, Arunachal Pradesh in dire need of a foolproof sports policy, the AOA observed and urged various sports organizations/associations functioning in the state to submit their suggestions, feedbacks, if any, in written to AOA within the next 15 days which would be further submitted to the Government.

“The demand placed before the Government for formulating a sports policy earlier could not materialize, even after constitution of a committee for the purpose, due to change of  Government,” AOA president Padi Richo informed. He suggested the meeting to continue to mount pressure on Government and policy makers for realization of the same.

The AOA president also suggested for direct allocation of fund to AOA for easy distribution to various affiliated sports bodies in the time of need. He advocated that 80 per cent of the total fund allocation should be given to AOA and rest 20 per cent be kept for Sports Authority of Arunachal (SAA) for other administrative purposes which was unanimously supported by the participants.

It was also resolved in the meeting that Government will direct every department to adopt a particular sports discipline in case it fails to provide necessary fund. Richo also advised various sports associations and organizations to approach only AOA for any fund allocation.  The meeting resolved, among others, to demand for, sufficient fund allocation for sports sector, constitution of district sports bodies and their affiliation with AOA within two months, submission of name list of medal winning/brilliant sportspersons in Govt. department for recruitment under 5 pc reservation policy of Govt., preparation of a sport calender, early construction of multi-purpose indoor stadium within capital complex, renovation and security fencing around RG stadium, Naharlagun.

Earlier, venting out its anger over Government’s apathy towards development of sports sector and meagre fund allocation, Arunachal Pradesh Wushu Association President Toko Teki questioned the credibility of sports bosses in the state and their role in the development of Games and Sports in Arunachal Pradesh. Describing his bitter experience in organizing an NE level championship, Teki said that being a president of the state Wushu association, he had to manage everything at his own with the help of a local youth association, few local public leaders and well wishers during the North East Wushu Championship held at Kimin recently. He flayed the Government for not releasing any fund for organizing events where state’s prestige is involved.

He further appealed to AOA to include the names of medal winning Wushu players along with other players, in its proposed list to be submitted to various Govt departments so that Wushu players too get the benefit of the government’s reservation policy for sportspersons.

Arunachal Weightlifting Association (AWA) president Techi Abraham suggested AOA to demand Government to increase the quota of reservations for sportspersons from the present 5 % to 10%.

Arunachal Karate-Do-Association president Likha Tara criticized authorities concerned of sports department for failing to live up to the expectations of sportspersons in the state. He suggested AOA to prepare a sports calender for easy and smooth fundings.

Regretting the unavailability of coaches, Kage Dodum of Athletics Association, appealed for appointing coaches first. He informed that there has been no coaches for the state athletic team since long.

Arunachal Cricket Association (ACA) Secretary General Tado Kholie suggested for approaching various business establishments, well wishers for sponsorship.

Earlier, AOA secretary G Doke highlighting the aims and objective of the meeting, appealed to various sports organizations, associations to put concerted effort for development of games and sports in the state. He said  their cooperation with AOA would go a long way in raising the standard of sports in Arunachal Pradesh.

Later, AOA felicitated various medal winning players of various disciplines of 2009-10 with traditional mufflers.

Representatives from almost all state level sports organizations/associations, including Arunachal Taekwondo Association, Arunachal Karate-Do-Association, Arunachal Pradesh Wushu Association, Arunachal Chess Association, Arunachal Pradesh Football Association, Arunachal Cricket Association, Arunachal Weightlifting Association, All Arunachal Boxing Association, Athletics Association, attended the meeting.

Sports and youth affairs asst. director Tadar Apa, AOA and APFA vice president Taba Tader also spoke on the occasion.

 

IFS officer dies in road accident

ITANAGAR, Sept 9: In a tragic road accident, Indian Forest Service officer Kayang Pertin lost his life yesterday evening. It is reported that the car in which officer was traveling with his wife and other family members met with an accident near Balipara while on its way back to Itanagar from Roing.

The other occupants including the wife are reported to be injured. Late Pertin was posted at PCCF office Itanagar as Conservator of Forest (HQ) and is survived by his wife two sons and two daughters. He joined the State Forest Service in 1981and was inducted in Indian Forest Service in 2003.

His mortal remains have been taken back to Roing for last rites.

BJP, Adi Baane Kebang, Education Minister Bosiram Siram and Deputy Speaker Tapang Taloh have all expressed shock at the death of the officer.  Bharatiya Janata Party (BJP) while condoling the sudden demise of Pertin termed him as a thorough gentleman and a visionary personality in the state and said that his death is a great loss for the state.

ABK in a message said that his sudden death is a great loss to the society. It convened a meeting today in which they observed two minute silence as a mark of respect and prayed for speedy recovery and blessings for late Kayang Pertin’s wife and his children.

Education Minister Bosiram Siram and Deputy Speaker Tapang Taloh expressed shock over the sudden demise of Kayeng Pertin. He was an outstanding officer and made tremendous contribution for the department and was also associated with various social activities, they said in separate releases.

 

Committee puts forward Basar as HQ

ITANAGAR, Sept 9: District Demand Action Committee (DDAC), Basar Assembly constituency has appealed the state Govt to expedite the up-gradation of the Basar ADC headquarter to full-fledged district headquarters for new district.

While submitting a reminder letter to the Chief Minister Dorjee Khandu yesterday, a delegation of DDAC said that the chief minister himself had assured up-gradation ADC HQ  at Basar on Dec 10, 2008 and subsequently  the state Cabinet in principle had approved Basar as district headquarter on Aug 7, 2009.  The Committee said after patient hearing the chief minister responded positively for constitution of high power committee to settle the district HQ issue very soon.

Meanwhile, reacting to the press statement of DDJAC of Likabali and Nari-Koyu assembly constituencies, the DDAC clarified that the demand of the Basar people for creation of district is not a new one. In fact the representatives of Basar and Likabali   constituencies jointly put their efforts for creation of a new district curving out from existing West Siang district, which, however, did not yield fruitful results, the committee said.

Describing the remarks of the DDJAC that Basar people are unilaterally and clandestinely dragging the Likabali Assembly constituency area into their demand as unfortunate, the Committee said it is up to the Govt to demarcate the boundary or prepare new map for the new district and it has  no objection for inclusion/exclusion of any assembly segment wholly or partly in the new district with Basar as its HQ.

The DDJAC yesterday said that “Basar may demand for separate district provided they don’t drag unilaterally, capriciously and clandestinely the 28 Likabali assembly constituency area into it.”

Regarding naming of the district, the committee said though temporary name was proposed as ‘Heart land’ or Lepa Rada, it has invited suggestion for any other suitable name for the district.

The people of Basar constituency are well aware of the   problems of the people of foothills area and are raising voice in different forums  for  socio economic development and for solution to boundary problems being faced by the people of foothills area, the committee said while adding that creation of unnecessary confusion does not arise.

The problem will be finding an honest dictator

Dear Editor,

When we were growing up I remember if somebody was corrupt, they were generally looked down upon. There was at least some social stigma attached to it. That is gone. The global anti-graft body puts India 85th on its corruption perception index with a 3.4-point rating, out of a best possible score of 10. And as far as our state is concerned very soon we will top the list of most corrupted state in India surpassing J&K and Bihar if the current scenario of scandal goes on.

Who is responsible for the root of corruption?

Corruption has got into our genes. It seems normal to cheat, bribe and extort without feeling guilty about it. All the Govt. departments are run by corrupt officials, from top to bottom. The only way to solve this never ending dilemma is to introduce some kind of a dictatorship for a short period of 5 years. But here again, the problem will be finding an honest dictator.

generally what we see is once the corruption is highlighted for mega money scandal we find all our anti corruption bureau does is catch the small fish and leave the blue whales to loot the country further.This will only stop when the corruption of the common man will start effecting the lives of the rich politician's family. For example when for few pennies a vegetable vendor uses chemicals on the their fruits and vegetables. There is a possibility that politician's family too might eat it and get sick and die. So now our politicians will take action.

Is there separate fund for potholes?

Dear Editor,

My vehicle breaks down frequently. It’s not because my vehicle has technical problem nor its being driven carelessly. It is all because of sick Urban Development / PWD departments . Namesake in the development but, our urban is worse than rural.

What can we expect from district and village side when the capital roads are in such pathetic conditions? I wonder whether these engineers know the correct proportion of all ingredients used to make roads as they build. And to add there is no separate demarcation for pedestrian.

During the recent assembly session our netas instead of taking decisions on the life line of the people, they hiked their perks.

I think the space of central jail should be increased as there are more criminals in Arunachal than common masses.

The roads has several swimming pools which are the gift of the netas and officers. I want to ask, whether there is any central scheme for making swimming pools (potholes) on road?

On the other hands, the pressure groups and students’ organization in our state can be compared with Assam Police. They always compromise on issues which benefit very few. These organisations seem least bothered about development.

Lessons we can learn

Dear Editor,

The people of Arunachal Pradesh should take a lesson from the Dongria Kondh tribe of Orissa. This is a unique tribe in the world for it has shown how a small marginalized community has emerged successful in their fight gainst the proposed mining of bauxite in the Niyamgiri hills.

Unlike the community leaders of the Dongria Kondh tribe, the political leaders of Arunachal Pradesh have become 1000% corrupt. They will never speak for the grassroot population or the common people. Instead they will misguide the people of Arunachal Pradesh and sing the song taught to them by power companies like Jaypee and Reliance corporations.

The citizens of Arunachal Pradesh has to learn a lot from Akhil Gogoi in neighbouring Assam. It is wonderful to see a simple farmer take up the cause of the grassroot population of the state of Assam and challenge corruption and the mighty Indian central government.

The people of Arunachal Pradesh should learn from the state of Manipur in our very north-east region. The Manipur Renewable Energy Development Agency (MANIREDA) is lighting up remote villages in Manipur with solar energy. Laishram Manglem, Director of MANIREDA and Y. Kholchandra, senior scientific officer of the State Agency of Manipur government has installed wind-run power-plants in many villages in Manipur and lighting up homes and streets with this renewable energy. Will the Arunachal Pradesh government take some lessons from Manipur in this regard? I don’t think so, since the ministers and government officials of the state has already sold their hearts and minds to the power companies of mainland India.

The idea of development which power companies, the central government and ministers bought by these power lobbies is not at all sustainable development. This is a wrong concept of development which will spell disaster for millions in the coming years.

Ziro is not deprived

Dear Editor,

This is apropos the letter "Soft voice gets subdued by louder noise" published on Sept 7 edition.

I do wonder when I read articles of various organizations and individuals claiming that they are being deprived politically, socially and economically and demand autonomous council.

I would like to remind our Apatani brothers that since the days of undivided Subansiri district, Ziro remains as administrative centre. All the developmental activities took place in Ziro valley only and the Nyishi community remained socially, politically and economically backward. I want to know in what sense our fellow Apatani people are deprived.  

It is our right to demand some development in  other areas of district for maintaining balanced development where more than one community inhabit in the same district. I think the demand of Polytechnic college at Yachuli is genuine and some more administrative centres and institutions be set up in Yachuli constituency and Raga area so that we also get the fruit of development.

Air drop food

Dear Editor,

I would like to request the state Govt to re-consider its decision for reintroduction of the head load carriage system in remote areas of the Kurung Kumey district.

In my perspective, it will not be feasible for head load carriage of PDS items to remote area like Tali and Pipsorang circles situated near international border due to difficult terrain and bad weather condition during monsoon season.

Moreover, there is no proper administrative system in the Tali-Pipsorang area and there is no road connectivity. The people of these remote circles travel more than 200 km on foot to reach the district headquarter.

Therefore, it is my earnest request to the Govt to ensure continuation of air-dropping of PDS items for the benefit of masses.

Damned 'Dam Pradesh'

 

Dear Editor,

With 784 dams looming over Arunachal Pradesh, the government of India wants to make this land of ours the "Dam Pradesh" of India. We, the people of Arunachal will be the worst sufferers of this damned 'Dam Pradesh' in the 21st century.

The quality of construction is also a matter of concern because of the rampant corruption in India. These projects will help the industrialists, ministers, contractors, engineers and bureaucrats rich by millions and billions.

The security factor after completion of these projects will always be doubtful. If there is any Indo-China war in the future, the Chinese would first attack the dams. Once dams are attacked, the Indian army wouldn't be able to do anything.

Your paper is discriminatory!

Dear Editor

Many a times I have written letters to Readers Forum but there has been no positive response. Hence, yours daily is discriminatory by not giving chance to people to express their feelings. I confidently say that it is not merely confined to my case. There are colossal numbers of letters which never gets space.

Even the constitution of India under Article 19(a) provides its citizens the right to " The Freedom of Speech and Expression" and the press is the  strongest medium to unveil ours feeling publicly.

I request press fraternity to do justice to the common people by giving us space in your paper.

Post trained teachers

Dear Editor,

As per the Right to Education Act, the teacher-student ratio is 1.30 and there should be at least one trained teacher in every upper primary school. But on the contrary to the provision of the RTE, there are only 8 to 10 trained teachers in the entire Rumgong constituency and there are no adequate teachers to maintain the teachers-student ratio.

We often talk on the need of quality education. But no one is really thinking about recruiting trained teachers  who can contribute more in quality education in the state.

There are many trained teachers in the waiting list of the recently held  teacher interview who can help the  education sector in improving  the quality of teaching, but  they are not given chance, instead they are kept waiting.

Therefore, it is my earnest request to education department to appoint and post trained teachers to Rumgong area for quality education.

Centre abetting ‘Harakiri’ in Assam and Arunachal

Dear Editor,

It has been reported that, the Centre for Environment Education (CEE), a centre of excellence supported by the Union Ministry of Environment and Forests (MoEF) is organizing a series of consultations on big river dams in north-east India on behalf of the MoEF on Sept 10 and 11. Under the pretext of consultations, the industrialists and ministers will manipulate earlier non-biased environmental reports and brainwash gullible masses. It seems Arunachal Pradesh and Assam is heading for a collective ‘Harakiri’ and this abetment to suicide is carried out by both the central and the puppet state governments, the most influential industrialists, spineless ministers, slavish bureaucrats and all concerned temporarily builders.

How foolish is man to control rivers? Sometime back, a forwarded message landed in the inbox of my mobile phone. It wisened me and it is hoped that we think over it. All those who believe in managing hydro power should hang the following piece on the walls of their homes and offices—

Trancedo Neves, President of Brazil. During a campaign, he said, “I have got 5,00,000 votes  from my party. Not even god can remove me from presidency.”

Sure he got the votes, but he fell sick and died a day before being made president!

The man who built the Titanic was asked, how safe the great ship ‘Titanic’ would be. With  an ironic tone, he answered, “Not even God can sink it.” We all know what happened to the ‘Titanic’!

Cazuza, Brazilian singer and poet. During a show, while smoking his cigarette, he puffed  out some smoke into the air and said, “God this one is for you.”  He died at the age of 32 of  lung cancer in a horrible manner!

These are not premonition or prediction. They show that the arrogance of human beings to natural factors. All the holy books—Gita, Upanishad, Bible, Quran, etc.,…says, “Do not walk proudly on earth: your feet cannot tear apart the earth nor are you as tall as mountains.”

The false super-ego of man and greed money has blinded a section of our fellow beings. Unfortunately, it is we, the other half who will bear the brunt of their greed in the name of ‘development’. If the central government and the puppet state governments are so very concerned about ‘development’ of the north-east, why don’t they take up the issue of flash floods caused by dam waters and releases from dam reservoirs too?

Regularize senior SSA teachers

There are many hardworking and devoted SSA teachers in the state. In East Kameng district also there are more than 300 SSA teachers and most of them are sincerely performing their duties.

The main problem which comes on the way of teachers is spiral hike in prices of essential items and on the other hand delay in payment of the meager amount of the SSA teachers’ salary.  Therefore, I on behalf of all the genuine SSA teachers request the higher authorities of education department for regularization of   services of senior SSA teachers and also ensure timely and regular payment of salary.

ITANAGAR, Sept 9: Various organizations of the state come out in support of wonder boy Toko Teji who is in the quarter final stage of reality show –“India’s Govt Talent Khoj-2” contest in Colors TV.  

In a noble gesture All Arunachal Pradesh Students Union (AAPSU) today distributed pamphlets and free recharge coupon in Rajiv Gandhi University and Dera Natung Government College seeking support for Toko Teji, an Arunachalee boy.

Arunachal Artistes Forum (AAF) appealed the people, of the region to vote for Teji.   The success of Teji will boost the morale of the upcoming youth artistes not only in Arunachal Pradesh but also whole North East, it added.  

Meanwhile, Itanagar Market Welfare Association (IMWA) and All Nyishi Students’ Union (ANSU) Upper Subansiri unit have appealed the general people, including business community and Govt officials of their respective area to vote for Teji. Civil army meet decides to control indiscriminate quarrying

Tawang, Sept 9: Tawang, Deputy Commissioner Gamli Padu addressing a civil-army coordination review meeting in his office chamber, today wished to further the cordial relations in Tawang district. The meeting centered on road, electrification and lightning, land and quarry, grazing permits, garage lifting.

The use of Bomdir Stone quarry was sought upon in the meeting wherein it was agreed by both the parties that, that to avoid indiscriminate quarrying the area shall be demarcated by a team consisting civil and army authorities and that the extraction shall be regulated jointly by the Mineral Guard and Army Personnel, subject to payment of revenue fixed by the Government.

To mitigate the inconvenience of obtaining and renewal of Grazing Permits by the Grazers of forward area especially near Lungur post, Mago, Chunna, Tsachu, Bumla area and Brown Hill sector, it was agreed that alternative documents like Election Photo Identity Cards, Ration Cards, ST certificate, Birth certificate, PRC, APST I/Card shall be entertained for identity proof. In case of non availability of any case of these documents, their details shall be forwarded for police

The Army also requested the district administration for lifting of garbage from 190 Mtn Bde on every Saturdays by the garbage lifting truck of UD. They said that for this purpose they are ready to assist with two porters.

It was informed that to strengthen the civil army relation in the district, construction of a Maitree Chowk has been drawn out with a traditional Prayer Wheel (Mani) at Chujee, and the district administration agreed to provide any possible help and assistance from their end.

Maintenance of road from Chuje Army Check post to Circuit House shall be taken up in the Town Road Improvement plan.

Commander 190 Mountain Brigade Sudhakar Jee raised the matter of repair and maintenance of Mini Hydro Electric projects within army area especially, Bumla and Kretin (T-Gonpa) to be taken up with the Government.

Regarding street-lightening from Nehru-Market to War Memorial and ITBP area, and the electrification of Maratha Ground and Kreting, the EE, Electrical assured to complete the work within a stipulated time period and subject to availability of existing power sources and capacities.

Concerning the land acquisition proposals, it was decided that it would be done subject to the condition that tourism spots, religious places and grazing grounds are not disturbed and interfered with.

The next civil-army coordination meeting has been fixed on the first Monday of November. (DIPRO)

ITANAGAR, Sept 9: The Lower Subansiri District Bar Association, Ziro conducted a Legal Awareness Campaign at Govt. H. S. School, Yazali yesterday.

ADC YachulYowa Topu while speaking at the occasion said that it is necessary to make people aware about law to prevent crime and maintain peace and tranquility in the area. He has appreciated the Lower Subansiri District Bar Association for conducting Legal Awareness Campaign and urged them to conduct similar legal awareness campaign in different parts of the District.

Hage Taka, Judicial Magistrate First Class, Ziro said that commission of offence is a crime punishable under law and it is sin too. Everyone should lead a disciplined life for peace and prosperity of the area. It is in peaceful atmosphere, economic development takes place.

CO cum BDO, Yachuli J. T. Obi advised the students present to be disciplined and told the students to become law abiding citizen. He said might is right was law in the law of jungle in the past. Now, laws govern us.  

The members of the Lower Subansiri District Bar Association spoke on the Labour law, Environmental law, Consumer law, Women & child related law, Criminal law and RTI Act. They advised the public to abide by the law and to take benefit of the laws.

 

Summer Cup Football

BTFC, MVFC earn full points

ITANAGAR, Sept 9: BTFC and MVFC won their respective matches against MDFC and MMUFC in the 2nd Papum Pare Summer Cup Invitational Football Championship played at Rajiv Gandhi Stadium, Naharlagun today.

BTFC beat MDFC 3-0 while MVFC, which played out a 1-1 draw against NERIST on the opening day of the tournament piped MMUFC 2-1 to earn full points.

In tomorrow’s first match, 3rd IRBN will play against LYFC at 2 pm and CCSC will test the might of BAES in the day’s second match at 4 pm.

 

Premkumar becomes youngest Indian Intl. Wushu judge

ITANAGAR, Sept 9: Master Premkumar Singh, Chief Coach of All Arunachal Pradesh Wushu Association has become the youngest Indian to qualify at any International Wushu Judges Examination. Singh achieved the feat by qualifying in the International Wushu Judges Examination Course conducted by the International Wushu Federation (IWUF) at Beijing, China from August 18 to 26 last. Judges from over 50 countries attended the Judges Examination, according to AAPWA release.

Singh, who has been playing a important role in popularizing Wushu in the state, had started the sport in the Arunachal in 2003. Since then, he has been working for development of the sport in Arunachal Pradesh.

So far, Arunachal has produced many national and international medalist under his technical guidance. AAPWA hoped that state would reach to new height in wushu under his able guidance. It lauded the state chief minister Dorjee Khandu, Parliamentary secretary, sports and youth affairs Wangki Lowang, Speaker Wanglin Lowangdong and MLA Techi Kaso for providing all support.

Meanwhile, Horticulture Minister Honchum Ngadam lauded Singh for his rare achievement.

 

Handique for growth in industrial and services sectors

ITANAGAR, Sept 9: Bijoy Krishna Handique, Minister of Mines & Development of North Eastern Region (DoNER) inaugurated a Seminar on Development of Manufacturing and Service Sector in the North Eastern Region organized by North East Development Financial Corporation (NEDFi) at Gangtok today.

In his inaugural address Handique spoke at length about the various initiatives undertaken by the Ministry of DoNER for furthering Industrial Progress in the Region. He said “We are all aware that the growth of industrial and services sectors is crucial for providing gainful employment to the educated youth. However, the growth of these sectors has not been commensurate with the potential that exists in the region. The purpose of this seminar is to address the issues affecting these sectors. I also hope that today, a mechanism will also be worked out so that these identified constraints are removed at the earliest in a specific time frame through a monitoring mechanism”.

Handique opined that the `5430 Crore Gas Cracker project would present an opportunity to entrepreneurs from all over the North Eastern Region by creating avenues for setting up Downstream Industries related to plastic processing.

Handique also mentioned his Ministry’s commitment towards the development of Sikkim with special reference to the subjects of Border Trade and the Floriculture, Horticulture and Bamboo Sectors. He said that the people from Sikkim should extract maximum benefits from Border Trade, which at the moment is negligible. A proposal for revising the list of tradable items from the Government of Sikkim has already been sent to the Commerce Ministry, Government of India.

Handique assured the Chief Minister, Sikkim that he will take up the matter with the relevant authorities for clearing the same.

Handique also mooted the idea of creating an integrated Buddhist tourism Circuit in the North Eastern Region by connecting Sikkim to other states like Arunachal Pradesh. He stressed that Inter State connectivity between the different North Eastern states is mandatory to ensure unstinted progress in the region. He also announced that he will take necessary action to ensure a greater presence of institutions like NEDFi, NERAMAC and NEHHDC in Sikkim to cater to the related sectoral needs of the state.

 

SF 8 from Oct 9

ITANAGAR, Sept 9: The first ever state football league, named Super Football 8 League (SF 8) will begin at Rajiv Gandhi Stadium, Naharlagun from October Nine onwards. It was decided in a meeting of the Organizing Committee (OC) today.

The tournament will be conducted as per latest All India Football Federation (AIFF) & FIFA Rules. Registered district team/club will qualify for the tournament and each team will consist of 22 players, including manager and coach, the OC said, adding that teams should confirm their participation on or before September 25.

The organizing committee appealed to all to extend cooperation to OC and help in cash or kind or in form of sponsorship for making the football league a grand success which is being organized under aegis of under the aegis of Arunachal Pradesh Football Association (A.P.F.A).

 

AJ launches campaign against drug addiction

ITANAGAR, Sept 9: Arunachal Jagriti, an NGO, today launched its district level school wise campaign against drug addiction among youths at GHSS here.

A discussion was held to devise an action plan to eradicate the social evils from the state which was attended by RKM Hospital Secretary Swamiji Vishweshananda and Arunachal Pradesh Women’s Commission chairperson Komli Mossang as chief guest and guest of honour respectively. Dr. M Kare, a senior physician of RK Mission Hospital was the resource person.

According to AJ release, the campaign aims at creating awareness among youth of the need to eradicate the social evils from the state for a healthy society and highlight the evil sides of consuming drugs.

 

ATA extend supports to AASSATA

ITANAGAR, Sept 9: Arunachal Teachers’ Association (ATA) appealed to the state government to redress the long pending issue of the All Arunachal Sarva Shiksha Abhiyan Teachers’ Association’s (AASSATA) and regularize their jobs.

It further, extending its support to AASSATA’s demands said that thousands of SSA teachers have served the state for 6-7 years in remote areas in highly challenging conditions and are still serving without job security. Their appealed for job security is quite justified, it added.

Meanwhile, All Arunachal Sarva Shiksha Abhiyan Teachers’ Association, Kurung Kumey District Unit extended support to All Arunachal Sarva Shiksha Abhiyan Teachers’ Association’s proposed pen down strike and other charter of demands including early regularization of SSA teachers on seniority basis.

It appealed to the state government to fulfill the demands of AASSATA immediately.

 

 

Four Army jawans dies

ITANAGAR, Sept 9: Four Army jawans are reported dead in Elephant Pass at West Kameng district when the vehicle they were travelling met with an accident. The jawans were on their way to Tawang when they met with the accident. At least ten mules traveling in the vehicle are also reported dead.

 

PPDCA constituted

ITANAGAR, Sept 9: Papum Pare District Chess Association (PPDCA) has been formed and affiliated with All Arunachal Pradesh Chess Association (AAPCA). Further, Chera Krishna and Kholie Topu have been appointed as president and general secretary of the association respectively.

 

Volleyball tourney at Siyum

ITANAGAR, Sept 9: The first ever Volleyball Tournament organized by All Siyum Youth Club was won by Baki Bazar team defeating Bodmas team on September five last. ASM Tapa Baki and ASM chairperson Tapa Siyum attended the tournament as chief guest and guest of honour respectively.

Meanwhile, the Club demanded the Health department to post Doctor at Siyum PHC which is running without doctor since last three years and sufficient teachers at various schools under Siyum circle. It also demanded the State Government for immediate completion of the steel bridge over Subansiri river. The club threatened to launch democratic movement if its demands are not fulfilled within 10 days.

ITANAGAR, Sept 9: All Sarva Shiksha Abhiyan Teacher’s Association Sangram Unit (ASSATASU) was formed in a meeting held recently on September four last at Govt. Hr. Sec. School with Tamchi Taniang and Tai Ranjeev as president and secretary respectively to safeguard the interest of SSA teachers.

 

Appeal

ITANAGAR, Sept 9: Describing that early appointment of sportspersons in various departments under Govt’s reservation policy would be a morale booster, All Arunachal Sports Youth Association (AASYA) appealed to the State Government as well as Tax and Excise Department for immediate appointment of the four recommended candidates.

It said that Govt. reservation policy, if implemented successfully by every Govt department, would inject new life to the sportspersons to rededicate themselves for uplifting the sports sector. Further, it would encourage them to take up sports as a career, it said.

ATSU conference held

ITANAGAR, Sept 9: All Tirap Students’ Union (ATSU) conducted its conference cum election at Khonsa recently.

During the conference, present education and health scenario of the district were discussed by the students in which they appealed to the new executive members of the union to improve the education system and health centre.

Meanwhile, Jiten Wangsa and Khamhe Wangsa have been elected as President and General Secretary of the Union.

 

PR leaders appeal

ITANAGAR, Sept 9: Anchal Samity Chairpersons of Jomlo, Tirbin, Payum and ASM of Kugi appealed to the Deputy Commissioner West Siang District to distribute the 3rd and 4th TFC fund under the 12th finance commission judiciously as per the government guidelines from Gram Panchayat to ZP level.

Earlier, the fund was placed by the state government to West Siang District but due to non fulfillment of formalities by some individuals, the concerned authority stopped the funding.

 

APPWU unit dissolved

ITANAGAR, Sept 9: All Arunachal Pradesh Workers Union has dissolved the Papum Pare District Unit and decided to conduct election shortly.
